Section 1

Our commitment

CitiBIM Nigeria Limited (“CitiBIM”, “we”, “us”) builds and operates CITIShield, a community-safety platform for Nigeria. We are committed to protecting children from child sexual abuse and exploitation (“CSAE”) and to keeping child sexual abuse material (“CSAM”) off our Platform.

These Standards set out what we do not allow, how any person can report a child-safety concern to us, how we respond, and how we work with the relevant authorities. They apply to everyone who uses CITIShield.

These Standards are published in line with the Google Play Child Safety Standards policy and sit alongside our Privacy Policy and our in-app terms.

Section 2

Zero tolerance for CSAE and CSAM

We have zero tolerance for CSAE and CSAM. The following are strictly prohibited on CITIShield:

  • child sexual abuse material (CSAM) in any form;
  • the sexualisation of a minor, or any sexual content involving a minor;
  • grooming, solicitation, or any attempt to make sexual contact with a minor;
  • trafficking, sextortion, or the sexual exploitation of a minor;
  • promoting, facilitating, or linking to any of the above.

A “minor” is anyone under 18. Any account used for CSAE is permanently banned, the content is removed and preserved, and the matter is reported to the appropriate authorities (see Section 6).

Section 3

How CITIShield works, and why this matters here

Understanding how CITIShield is built explains where the risk does, and does not, arise.

3.1 No user-uploaded images, video or audio

CITIShield does not allow users to upload or attach photographs, video, audio, or any media files. A report consists only of a category, a short text description, and a location. The most common vector for CSAM — user-uploaded imagery — does not exist on the Platform.

3.2 Not directed at children

CITIShield is a safety-reporting tool intended for adults. Full participation depends on verifying identity with a virtual NIN (vNIN) token through Nigeria’s National Identity Management Commission (NIMC). The Platform is not designed for, nor directed at, children, and offers no child-oriented features or content.

3.3 Identifiable, accountable accounts

Because higher-trust actions require NIMC-backed identity verification, CITIShield is not an environment of anonymous accounts. This deters abuse and supports accountability if an account is ever misused.

3.4 No private user-to-user messaging of media

CITIShield does not provide a private media-sharing or direct-message channel through which CSAM could be exchanged between users.

Section 4

How to report a child-safety concern

Anyone can report content or behaviour that may involve child safety. You do not need a CITIShield account to contact us.

4.1 In the app

Every report and piece of content in CITIShield can be flagged to our moderators, including a dedicated child-safety reason. Flagged items are routed to our moderation team for priority review.

Please include enough detail to locate the content or account (for example, what you saw and where), but do not attach, forward, or re-share any suspected CSAM — describe it instead. Possessing or distributing CSAM is a crime, including when done to report it.

If a child is in immediate danger, contact the police or emergency services directly first. CITIShield supports, and does not replace, official emergency services.

4.3 Report directly to the authorities

You can also report CSAM directly to the authorities listed in Section 6, whether or not you report it to us.

Section 5

How we respond

When we receive a credible child-safety report, or our moderation detects prohibited content, we act promptly. Our process is to:

  • Review the report on a priority basis;
  • Remove or restrict the content so it is no longer accessible on the Platform;
  • Preserve the content and associated account records as evidence, to the extent the law requires or permits;
  • Ban the account(s) involved and take steps to prevent the person returning;
  • Report apparent CSAE/CSAM to the appropriate authorities (see Section 6);
  • Cooperate with lawful requests from law enforcement.

We handle such material on a strict need-to-know basis and protect the people who report it.

Section 6

Reporting to the authorities

We report apparent child sexual abuse and exploitation to the relevant regional and national authorities, which may include:

  • the Nigeria Police Force, including its specialised units for child protection and cybercrime;
  • the National Agency for the Prohibition of Trafficking in Persons (NAPTIP);
  • the National Center for Missing & Exploited Children (NCMEC), where a report is appropriate for content with an international dimension;
  • any other competent authority required or permitted by applicable law.

We comply with applicable Nigerian law on the protection of children and on cybercrime, including obligations to report and to preserve evidence, and we cooperate with valid legal process.

Section 7

Prevention and deterrence

Beyond responding to reports, we reduce the risk of CSAE on CITIShield by design:

  • No media uploads, removing the primary CSAM vector (Section 3.1);
  • Identity verification via NIMC for higher-trust actions, so accounts are accountable;
  • Content moderation and abuse reporting, with child-safety reports prioritised;
  • Enforcement of our terms, including permanent bans for any CSAE;
  • Staff awareness of how to recognise, escalate, and report child-safety concerns.

Compliance and updates

These Standards form part of our commitment to comply with all child-safety laws applicable to CITIShield and with the Google Play Child Safety Standards policy. We review them periodically and whenever our features or legal obligations change, and we will update this page accordingly.
